The Logistics Department provides essential support functions to all departments of the Authority. Department responsibilities include coordinating all facilities maintenance, repairs, and construction; automotive and fleet maintenance, repairs, and acquisition; development, operation, maintenance, and security of the OCFA's computers and technical infrastructure; and operations of the Emergency Command Center.

Emergency Command Center (ECC)

The Emergency Command Center is 'First-to-Serve' the citizens and public safety communities of Orange County. Annually, the ECC processes approximately 296,000 phone calls, both business and emergency, which results in the dispatch of resources to over 136,000 incidents. The ECC is staffed with dispatchers who work 24-hour shifts and provide service 24-hours a day, 365 days a year

The ECC serves as a secondary 9-1-1 Public Safety Answering Point (PSAP) and dispatch center for fire and medical emergencies. In coordination with 9-1-1 centers throughout the county and state, emergency calls are answered, nature and location identified, and resources dispatched. All OCFA dispatchers are Emergency Medical Dispatcher (EMD) certified to provide advice and treatment instructions to callers before the arrival of EMS personnel. Examples of instructions include clearing airway obstructions, bleeding control, CPR, and childbirth procedures.

The ECC serves as the Operational Area Coordinator for fire and rescue mutual aid for all Orange County fire service agencies. This includes handling requests for mutual aid within and outside of Orange County, and out-of-state.

Fleet Services

Fleet Services is responsible for our capital equipment as it relates to OCFA's fleet and the operating budget to ensure the effective and timely repair, servicing, and maintenance of all 530 vehicles, apparatus, and equipment. Our section works closely with OCFA's managers and other personnel concerning new vehicles specifications and purchases, maintenance schedules, replacement prioritization, and service. The section also identifies and initiates projects to improve apparatus and automotive-related functions, mechanical systems, administrative areas, safety, and operating efficiencies.

Information Technology

Information Technology is responsible for development, operation, maintenance, and security of the OCFA's computers, network, and overall technical infrastructure; the development and support of information systems applications and databases; maintenance of centralized enterprise GIS (Geographic Information System) and mapping capabilities; and the acquisition and maintenance of emergency communications equipment. Activities include development and monitoring of IT standards and guidelines; internal and external network development and coordination; and evaluation, selection, and deployment of all computers, printers, and automation software and hardware purchases, upgrades, and replacements. Additional activities include the analysis, design, programming, implementation, maintenance and security for existing and future computer systems; oversight for the installation of radios and Mobile Data Computers (MDCs) in emergency apparatus; and oversight for fire station alarm systems.

Property Management

Property Management builds, maintains and repairs all OCFA real property and durable infrastructure. Responsibilities include construction of new fire stations and the maintenance and operations of 79 fire stations including the air operations hangar, Urban Search & Rescue and Training Facility, and the RFOTC 22-acre campus.

Service Center

The Service Center provides logistical support for the entire organization. This Section provides the department with everything from office supplies to structural firefighting gear. This Section also performs testing and repairs on a wide variety of firefighting equipment. The Service Center Supervisor supervises, plans, and evaluates the work of the Service Center staff. The Supervisor also coordinates the delivery of specialized emergency support on various emergency incidents. The Service Center Supervisor reports directly to the Purchasing Manager.
